Judging how Z-Moves work, it's an INCREDIBLY safe assumption that Giga Impact was merely a recommendation. I think they did the same with Power Up Punch and Parental Bond on the XY site

That isn't a safe assumption at all, we've only been able to see one Z-Move in the demo, which wasn't exclusive to any Pokemon
If the site says it NEEDS to know Giga Impact, then I see no reason to believe otherwose until it's proven with actual gameplay

Zangief was so impressed with the technique, he made use of it himself.
And in return, Haggar made use of 'Gief's Spinning Piledriver.

Just because his pre-evos are slow doesn't mean it's gonna stay that way for good... I mean, look at Shellgon.
Plus bad speed =/= bad stats overall
