Zoroark is faster. Dark Pulse having a chance at flinch or just Night Daze with more power and chance of accuracy reduction. If one doesn't kill Victini right off the bat (and Zoro happens to live), just spam Sucker Punch until Victini is forced to attack.

Because you don't know what's best for us. You cannot know, because it's not a fact. The problem is that Tingle is more notable in the games than Impa is within gameplay. Impa is only notable in... 4 games at best. Otherwise, she's completely offscreen. Tingle, in every appearance is onscreen and more recognizable. He also is clearly popular and notable enough to have his own games.

But either way, it's just your opinion.
