What's the criteria for submitting a tournament to the SSBPD? Does it just accept any size events?

Are you going to add the Tracy tournament?

I have tried contacting Superskeetbro and Mossta (who had the file) about it and neither of them have responded to me at all. In the future if I end up going to events I may bring a flash drive just so that I can take a copy with me to ensure that the file is saved.

In regards to what size tournament is accepted, I'm pretty sure they'll take any tournament bracket. I uploaded quite a few of the tournaments I hosted and one only had 8 entrants. I have absolutely no doubt that they'd accept the Sacramento tournaments if that's what you're getting at (I know that some of them have been quite small)
