What attributes do you think Luigi has that keep him from becoming the top of the tier list?

DDD, Meta Knight, his slippery traction, semi slow dashing, very slow air speed.

Overall, I think his capable of bottom of the high tier.

He is, it's simply a matter of tournament wins, and i'm talking major tournaments.

Why not just switch out for your crappy matchups? Does that still count as a luigi win in your eyes? Say you play luigi against everyone but d3 and mk. I vote yes. At least its a "pragmatic luigi" win anyway.

But I'd say the lack of any disjointedness.
Lack of a better than average approach.
The lack of an effective projectile (well, not effectively a projectile anyway).
The combination of a meh projectile and a meh approach.
Difficulty shield grabbing.
Semi-situational KO moves, though that could be said of most everyone.
Very punishable out-of-dash mistake options. Oops, turned around, ouch. Oops, didn't mean to dash attack there, ouch. Oops, messed up the timing of my shield cancel, ouch. But I guess this only semi-counts, cause at high levels this shouldn't be a problem.
Slow aerial speed.
Predictable and fairly gimpable recovery.

What else? This is fairly important stuff IMO.

BAD:
Slow horizontal speed.
Short ranged attacks means you have to get close.
Poor Shield Grabs requires great timing.
Lack enough of true combos.

ARGUABLE:
Recovery is Versatile yet somewhat Predictable
Low Traction punishes mistakes but adds some ATs and helps distance away from Sword users.
Slow aerial speed helps his air game; hinders when opponent is waiting on the ground.
Risky and punishable specials (Up and Side) have very high rewards.

GOOD:
Nearly all Attacks, Aerials, and Smashes are quick, strong, and almost lagless.
Short Hop height is perfect and allows for so many SH approach options.
So many many many KO moves.
Three recovery moves lets you WOP safely.

I really don't see any flaws with Luigi except the up B being slow (when Luigi is coming down), and his slow speed. Which Luigi makes up for with multiple airs (such D air to N air in one short hop). Like what elheber said, basically the good out weighs the bad.

What projectile? He doesnt't need an effective projectile that badly like Falco's. Hell, theres so many properties to it without it, luigi's moveset and overall would be screwed. Shieldgrabbing isn't hard espically when your good at powershielding.

IMO!!!, most of his weaknesses can be countered through pratice (ex: shield grabbing).
