Overall, I think his capable of bottom of the high tier.

Why not just switch out for your crappy matchups? Does that still count as a luigi win in your eyes? Say you play luigi against everyone but d3 and mk. I vote yes. At least its a "pragmatic luigi" win anyway.
But I'd say the lack of any disjointedness.
Lack of a better than average approach.
The lack of an effective projectile (well, not effectively a projectile anyway).
The combination of a meh projectile and a meh approach.
Difficulty shield grabbing.
Semi-situational KO moves, though that could be said of most everyone.
Very punishable out-of-dash mistake options. Oops, turned around, ouch. Oops, didn't mean to dash attack there, ouch. Oops, messed up the timing of my shield cancel, ouch. But I guess this only semi-counts, cause at high levels this shouldn't be a problem.
Slow aerial speed.
Predictable and fairly gimpable recovery.
What else? This is fairly important stuff IMO.
