Ness is by no means overpowered.
His easy to gimp recovery, his short ranged aeiral attacks (other than Fair since it's disjointed.), horrible dash dance, terrible grab range, and his lack of options in some situations are some limiting factors for him.

The question is, should Ness be buffed since people generally see him as a terrible character?

No, Ness is not OP. Marth is actually one of his worst matchups. Tell your friend just to play Sheik or Ivy for an ezpz win

He doesn't have to place. He uses his PK powers to manipulate the rankings so that he gets the winnings, even if he doesn't enter.

He doesnt like his pk fire, speed strength and how he can heal
I'd laugh in his face and continue picking Ness to spite him until he finally puts some work into his game and figures out how to get out of Ness's PK Fire and other combos.

Yeah. Ness is pretty broke. So broke that Ness mains can't even place because they don't know how to use him or place in tournament.

Your friend's right about Ness, he's so OP he loses on purpose to those characters so they can experience what it means to have a stock

but seriously though, Ness against those two? I think your friend might be using the wiimote with those two

Captain Falcon fixes all of your friend's problems.

PK fire? Jump. Captain has a fast jump. Or just run away - you're faster than the PK fire (I think). And use the link shown to learn to escape.
Speed? Falcon is faster. Easily.
Power? Falcon has forward aerial and Falcon punch. And other moves. He's stronger.
Healing stuff? Falcon has no projectiles - Ness can't heal.

Problem solved.

Or your friend could just, you know, learn how to actually play Falco [who can use his reflector and immediately jump after reflecting the PK fire]. Or Marth. Or Sheik. Or Bowser. Or Pichu (oh wait this isn't Melee). Just, you know, someone better than Ness.

And if the PK Fire is really getting to him, fine, tell him to play King Dedede - just use Jet Hammer (down+b) and walk right through the PK Fire. He also now has a partially charged Jet Hammer and a target - hopefully he knows enough to figure out the rest.

How come you never just talk about things in established threads? Your previous threads could've just gone in the social and this one could go into the character specific board or something...

Still so silly that people suggest Ness has a **** recovery.
Well, Falco's dair properly spaced still hits Ness out of PKT2 with no damage to Falco... and I've done that multiple times (it's so darn satisfying). As do all of Marth's aerials.

Maybe your friend should learn to edgeguard. Unless you're telling me they can't even knock Ness offstage. Once. In 4 stocks [or however many you use, or in whatever time limit you play with, or in coin mode or stamina mode]. In which case I agree that he should look to Yaza's avatar before complaining.

Not sure whether to say, "So much win," or, "Hey that's my line!" Or maybe even "You like it too?"

It's all spacing. Marth's got to be a little bit further than Ness's range while still staying inside his own. lol

Lol, no Ness is not.
On the relation to Earthbound series characters- I think Lucas may be slightly OP, he's really fast now, and couple that with projectiles, great jumps, and a not so easy to gimp recovery... Ooh I think it's another Fox, y'know aside from amazing jump distance.

Wait, Fox has a not so easy to gimp recovery?...I always figured he was easier than most... not Roy-gimpable but still... like, Fox isn't that hard to gimp. Jigglypuff? Hard to gimp. Peach? At least somewhat annoying to gimp. Samus? Tricky to gimp. Pikachu? Yeah, not easy to gimp. Fox? Uh... no.

Ness is not OP. Ness is good against n00bs who can't deal with PK fire spam or avoid his PK Flash "gimps" (they usually rocket the opponent to an upper blastline actually), but he's not OP.

And that URL is a fantastic example of what your friend's Marth could do to a Ness, if he, ya know, got better.
