How Often is PM Updated?

It depends, demo 2.0 came out in april of last year, I think 2.1 was released a few months later, and then 2.5 that December. The next demo should be announced within the next few months.

Also when do you think Kirby, Samus, Yoshi, MK, (etc) will come out?

Kirby, Samus, Olimar and Ice Climbers are all plagued by technical difficulties. If I had to hazard a guess, I'd predict Samus to be the first out of those four to be implemented, and for Kirby to be last, due to his copy ability.

Yoshi and MK, to my knowledge, have no outstanding technical limitations. This doesn't mean they'll be in the next update, but they might.

As for when the update is going to happen, nobody knows. Dacvac said to "Expect news shortly after E3. Like a week or two, I'd say." I don't know how accurate that is, and even if it happens we probably won't learn a release date.

His shield isnt targeted by the new c stick to buffer rolls and spot dodges code that targets everyone else
