Manko is in pensacola, which is 2 hours away from panama city. Wouldn't be my first choice. Zone, however, is local to panama city. He'd be the first person I'd hit up.

Be careful on the beach. It's absolutely crazy around Spring Break.

Zone and Tropical Taco are both PC players but they both play melee. Dr. NastyTime (I think) plays brawl, but I'm not sure. Definitely talk to Zone first, I'm pretty sure he knows anyone who plays any smash in Panama City.
