Admittedly, he was travelling with Serena, Clemont, and Bonnie who had all likely never seen a Lucario and the Pokédex description would likely help the three of them out. Also, the Pokédex lets you view your Pokémon's stats and abilities (and probably moves), so maybe it updates every now and then. For example, Lucario learned several new moves from Gen V to Gen VI, so Ash could be scanning Lucario to see if it has learned any cool moves.

It makes me mad though how afar seeing a legendary Pokemon in a movie, Ash needs to scan it again in the anime even though everyone's already seen it.
