This. Also, even though Falco does well against some characters, Fox does better on average against the rest of the cast (marth for example). Falco's recovery definitely hurts him, but he also lacks the speed and grabs that fox has

fox has a much better recovery, is way faster, has better shield pressure with nair shines, kills way easier with usmash and its easier to combo into usmash, plus his grab game is amazing and he has guaranteed kill setups on alot of characters

Falco is still good thanx to his laser, but fox imo is harder to use because of his speed. It's tough to time your moves well, but he is better when you CAN time them.

Tier list is about potential, right? Potential in all matchups. Pros and Cons compared to those of the other characters, that is how they are ranked, right?

This, and let's not forget the fact that Falco is dead at any % once he gets off the stage.

Oh, I'm also going to go out on a limb here and say this which will probably get me flamed but I don't give a ****. Fox > Falco in this matchup at higher level play. It's close, Falco isn't at a severe disadvantage, but let's just be real about this. Fox controls the pacing of the match entirely, is faster, can tech chase better, has safer KO moves and a better recovery. I could on about this, but I'll stop here.

I'm tempted to make some lame argument about "Oh, it's not the character that determines the winner but the players." but you're right. Between two players of equal skill, Fox has a definite edge.
