For people having problems with these "easier" match-ups, what do you think the purpose of the match-up discussion is for? The main idea isn't to assign some sort of stupid number. That doesn't matter. What is important is trying to recognize what sort of tools and situations you might expect for the match-up. This can actually help people get better. Espcially as a record for anyone new to the game.
Anyway, Captain Falcon (CF) is at the disadvantage, so he will have to rely upon reading you as a player and abusing your habits/mistakes.
At long range, CF has little options to deal with falco's lasers. His dash animation is rather long and that can screw him up if he is not timing his dashs between lasers well. So, even an occasional empty hop laser can be good if you see him managing to PS lasers effectively. Other alternatives are trying to SH airdodge or roll through lasers. Or trying to use the platforms.
At that midrange, stick with SHL (maybe even empty shorthops). This is the range where CF can go for a hard read and predict that you might try to SHDL. If that happens, he can get underneath you with a falcon kick, raptor boost, shield dash, or dash attack. Raptor boost or shieldgrab is safer for CF because Falcon Kick or dash attack has too much lag and too little knockback at lower percents. You can punish him back if he uses those two moves at lower percents.
At the close range, Captain Falcon has to work at trying different mix-ups to keep you guessing and catch you on a missed attack or a blocked attack. Anytime he goes for a jab cancel, you can AAA right away since he cannot punish you for it unless he manages to get behind before you start hitting him. Work at trying to keep a jab/ftilt distance from falcon while in front of you. Or simply trying to get space from falcon to mess him up.
From a grab, Falcon can cover just about any option falco has. There is no real great way to DI his throws. His Dthrow set-ups very well for chasing, and falcon can cover those options at really any percent.
In recovery, Falcon cannot really beat out phantasm easily since he lacks a relatively quick start-up, large, and long lasting hitbox. So, he has to try to time it properly. Watch what falcon is trying to do and you can get away with phantasm recovery. Going offstage with Falcon is not really a huge risk so long as he does not go too far below the stage.
