A character can have disappeared from public view for years and still remain relevant. Likewise, a character can be a regular feature in modern games and ultimately be irrelevant.

It's interesting to note that all our 'Retro' characters in SSB4 are related in some way to Gunpei Yokoi.Exactly.

Fixed.So basically this is more or less how the newcomers are chosen to be in a Smash game.

The point I was trying to make is that Sakurai adds who he wants. There's some common trends (usually a WTF character, usually a Retro character), but there's no real consistency overall.I don't think trying to break these down into categories is really the best way of determining Sakurai's thought process...It pretty much means there is a specific quota that needs to be filled and that Sakurai will add a character to fill said quota instead of for what he/she brings to the game...
Still, he's only human. He doesn't operate entirely by a specific, predictable formula. He has his own ideas, opinions, and unique thought process that not only do we not fully comprehend, but also changes over time. Believe it or not, people still use that argument as a reason why the Baloon Fighter shouldn't be a fighter to this day. Even when he started to gain that moment due to a certain recent event. The way I saw it, the Fishing Rod would have been perfect for a tether recovery like Link's Clawshot, but given that the Villager's Balloon Trip recovery is already one of the best recovery moves in the game, it's understandable why they wouldn't include it lest they make him overpowered. At least I got the axe. (Yes, I legitimately wanted the axe long before the psycho Villager was even a thing.)Did anyone else think that Villager would use the fishing rod for a recovery? *turns on customs*KO'ing Villager tends to be quite a chore with his recovery and stuff. I guess it makes up for him being rather low on the tier list.
Given that these two criteria are exactly the same, except for the popularity, and that you yourself claim that the numbers of both are "indeterminable", wouldn't it make a lot more sense to rewrite them both as a single argument without popularity being a factor?My POV:

Son, Sakurai's thing is being unpredictable. Throwing curveballs and keeping the fans guessing (leaks not withstanding) is all part of the game for him.
