I think you're missing the point when you keep saying people will be "more intelligent".
Implants along the lines of what Alt was talking about were more about increasing sheer computational prowess, not overall intelligence. You can have a supercomputer for a brain, but if you have no experiences or information to draw on, you're about as useful in real life as a doorstop.
