I assume so. Like a lot of people have been saying, we had all the starters on the Dojo, except Sonic and Snake (and now Olimar maybe?).

Sakurai said back in May 2006 that all the third party characters were going to be unlockable so this shouldn't come as a surprize.
I think that's safe to assume but I don't believe that's the entire starting roster. Sakurai has left many strong hints that he hasn't revealed everyone in the starting roster and I personally believe there are no more then 4 characters left: Shiek (or whomever her replacement is), Captain Falcon, whoever the Animal Crossing rep is, and Krystal. I can practically guarentee that the first two will be in the starting roster while the last two are highly probable based on things that have been shown.

Not only that, but one of the CorCoro scans form a few days ago had a big banner on the page saying "Sonic and Snake: Hidden Characters".

One mistake though: On Lucas's moveset:
You list his Up-B as Pk Thunder, actually it's the Snake grapple move.

and if there is a total of 40 cards...
2 being Samus, 4 being pokemon trainer and 6 being non-characters so far...
that's 40 - 12 = 28...
...
There is only going to be 28 characters at most...

I was hoping for more like 40 characters. Maybe they'll double up cards, or maybe they won't even have a card for every character. Either way, it would be a huge rip-off if Brawl had just 28 characters in the final roster. I personally don't see how 28 is even possible, it seems at this rate we can 99% predict more than that. But whatever... as long as there are a few WTF characters.
