Best character off the ledge and forcing spacing?

If I rank making the opponent space carefully and being good when off the stage as the most important attributes for the character I want to play, who should I choose?

This,you don't even need skill to do this with MK.

But if you don't like MK,you can try Marth,but keep in mind that you need skill to do it with Marth and it's not as good as MK's
