Link seeks to control the opponent with an array of projectile options and strong, linkable moves.

Link is disadvantaged against characters who can deal with his projectiles and gimp his poor recovery.
<!--break-->
+Recovery is terrible.
+Kill moves unreliable.
+B, grounded Up-B of lesser use.
+Recovery is REALLY terrible.

+ Decreased fall speed--same fast fall speed.
+ Decrease initial lag on f-tilt.
+ Increase damage, hitstun of Arrows.
+ Increase knockback of charged Up-B.
+ Aerial Up-B does not put Link in stunned free-fall state.
+ Increase knockback of Bombs.
+ Removed idle animation.

The modified Link is able to get KOs a little easier and recover considerably better. His recovery is hugely improved by his new ability to use projectiles and his tether AFTER his Up-B, including bombs (with higher knockback no less) that allow him to Up-B again. Link's primary weakness is still being gimped off the stage, but now he has the options to make them work for it.

Would it really be too much of a stretch for Link to be capable of jumping off the wall? For Link history and gameplay?

His jump height could do with a little boost. As could his attack speed in general. The suggested tweaks alone may be enough to convert me back from Toon Link.
