Let me tell you how I always win monopoly. I put my money in the crapy first 2 places worth what $2? No one ever lands on it till it's worth it's max when no one ever lands on the park place when it's maxed out. Why? I don't know but even from the age of 6 I used bad or not that good pieces in amazing ways take the castle like (not 100% sure how to spell it and yes I know it is a good piece but I didn't use better pieces) piece when I was 6 I beat a high schooler at chess and based all my plans around that piece I shouldn't even say chess right.
My point there may not be one I could easily be rambleing off to nothing that no one cares about. But there are times when it's best to look weak and when not everything is known wow it could be dangerous. TAke pichu I study him I look for more flaws and options. compare him to other people. he can just run away from his problems people unlike m2,kirby,bowser, and etc. can't they can't get away to get their thoughts together they can't control to that level of the match pichu has more control he doesn't have to helplessly stand there and try to protect himself and isn't forced as much to approach.
Pichu has a projectile worth talking about, he isn't F***ed when he is hit off the stage he has better defence and offence due to his projectile, movement, baiting, easiest to powersheild with in the game, and small size "IF" this is used the right way pichu can avoid the fight till the point he wants in like falcon. Pichu has poor range and takes hits really hard but those are his main flaws and compared to other bottom tiers think how many flaws do the have.
Really on movement just by it's self pichu should be higher. Also he would haven't had an uber legit pillar "IF" he had like 2 more frames of stun on all his attacks like the pillar would work on kirby but it has very tight frame data. fair up-tilt repeat. fair gives enough for a fast tilt and up-tilt has enough stun to quickly follow with an air in most cases.
