"This is one of the video games" is just a shortened version, but the lack of a descriptive adjective is less prevalent because it doesn't have "of all time.". This just makes it an overall weaker phrase.

The phrase “One of the video games of all time” is meant to be a parody of people who say a video game is the best of all time, therefore adding more enthusiasm strengthens the joke and it’s not as clear without the “of all time part”
