Nooooo. Smash bros is a very balanced game but is super ultra unfun unless you goof off with friends like when I play with

Balance is inherently good, but does not inherently make a game or it's roster good
Imbalance is inherently bad, but does not inherently make a game or it's roster bad
Balance doesn't mean much when some fighters are hell to play against, and imbalance doesn't mean much when the few viable characters are so balanced when seperated from the lower tiers.
May or may not have a specific two games in mind here.

I do think that from a fairness standpoint, it is more fun when games are balanced since everyone has a fair shot at beating any character, and I think competitive games should adhere to this. That said, it is more fun to "watch" more unbalanced characters duke it out just to see who can best who. Brawl-, for example, isn't balanced at all, but it's sure fun to watch.
