If you mean the ghosts from Pac-Man, I am 100% on board with them being in Smash - If memory serves me correctly, they're some of the first antagonists in gaming with actual personalities, and being tied to one of the first video games to make it big in the industry only helps with their status as gaming icons.
My only real concern is their moveset, just because there's a lot you could do - You could go for the simplicity of Pac-Man's kit, use abilities from Pac-Man World, or just go ham and play as all four ghosts at the same time, with the ability to drop them off at different locations for stage control.

Personally I'd have them as a stance fighter with each form having different stats but the same general technical playstyle - I like the idea of them being able to throw a healing power pellet to distract foes or heal themselves.
