Yea, he hasn't been mentioned at all. There has been some people think he might have been at least considered for Ultimate though.

Touhou has great music, Half-Life is straight up iconic, Isaac is my most wanted. I already got Steve, who was my 3rd most wanted... if I got Isaac too... holy ****.

I feel like the chance of a voiceless character is pretty small so I'm just gonna assume no more voice-changing alts. Obviously I could be wrong but it probably isn't likely.
