How many frames does it take to come out? and when is this a good to time to use besides recoveries, and against projectiles?

I haven't really played a Sheik or a squirtle. Camping with fire balls is a good idea. Against these characters you trying staying close and use your cape to throw him off. That wont really work, but you never know.
