Honestly, its probably that the people at the school now aren't aware of the law and have seen events in the past (where no money was involved) and assume that all events of that nature are fine.

Its $45 venue fee + $10 per tournament so if you play doubles and singles its: 45+10(singles)+10(doubles) = 65 total
