@Affinity, does ending MK's dimensional cape at that height also it's ending lag?

Can MK cancel the lag on his dimensional cape when he ends the move at a similar height, similar to the way he cancels the tornado?

In the Pal .txt file for Brawl+ 4.1B, why doesn't it show the codes for CSS, file replacement, and coloured shields? I'm kinda wondering, because I downloaded v4.1B, and installed it like it said, and every other code seems to work, except CSS, textures, and coloured shields. Thanks in advance.

I use a wavebird for Brawl, and all my other games, and to be honest, I don't notice any lag at all, and I play just fine. Except on WiFi I use a wired control.
