I made a thread about it awhile ago. In fact, it had a lot more content and reasoning as to why there could be a separate tier list for online.

I came to this conclusion a while back, so my "get up" strategy against spiking characters consists of dropping off the ledge, then jumping into a high priority attack or airdodge.
