You can choose which direction to go with Double Team (is it able to go up and down in the air? I don't play Lucario), and you can use the "dash" version of Vision at will. It'd totally work as a recovery if your enemy tries to gimp and you can get the timing just right. So, the effectiveness of a character gaining counters only would depend entirely on what combination of Counter moves they get.
