Why Jigglypuff?

Why is Jigglypuff in Melee not that it's bad but out of every Pokemon there is,

Besides, they needed to put an easy pokemon in the N64 version. Jigglypuff dosen't shoot anything and was, therefore, more...possible to put in the game back then.

The reason jigglypuff is in the game is because you need a fluff ball that looks like it should get the crap kick out of it but is really the smashiest character ever.
