Why is Samus low tier?

I'm a samus main, through and through. So I'm just wondering, why is Samus always at BEST considered a B on tier lists?

Well, y'all remember how her KO power and projectiles got screwed into the ground in the days of Brawl? It appears this hasn't changed much here in Smash 4. But she has been buffed in the following ways over time:

• Greater air speed
• Dash attack, side tilt, f-air, and tether grabs became noticeably improved
• Charge Shot and Missiles come out faster than before so she camp very well now

Currently, is at the top of low tiers now due in part to these tweaks.

She also gets nothing out of a grab at kill percents except stage control.

she isn't she is recognized more of a mid tier/outside of top 25.

Relying on Zero, Samus is actually pretty decent. She's at least high tier
