Basically it's what the TO does to prevent the two best players from fighting each other early in the tournament so that some average player won't place second and the crowd will have an exciting grand finals match to watch. This is done by making sure they don't start in the same half of the bracket or in the same pool.
In actual tournaments though, it's never just about the two best players and then everyone else, and each notable player needs to be seeded depending on their skill level.

It's actually done in sports quite often as well. If you follow American Football, or any sport, really. The seeding this year for Football sucks, btw. It shouldn't happen at all like that. If you consider the regular season to be "pools" and the Playoffs to be the actual tournament....they are doing quite a few "taboo" things as far as tournaments go.
