Is there a water "piece" in any of the stage builder sets?

Yes, there's a choice to make the entire bottom of the screen water. Then you can place blocks and other stage parts in it to create a delfino plaza like area.

I don't have the water yet, if it is in the game. Guess it is unlockable, 2azn4u probably has it if it is true~care to explain?
