Zelda's Lullaby could work if done correctly. It would just have to be arranged properly with the right instrumentation. Look at Ness / Lucas victory theme. Eight Melodies / Smiles and Tears is definitely not suitable for a victory theme, but they made it work.

And Zelda's Lullaby has been remixed for different purposes before. Did you know, for instance, there's a segment of it in the Puppet Zelda boss fight in Twilight Princess? You have to listen carefully, but it's there at about 0:32.

Having a slow victory theme for Zelda simulates the feeling that now that the evil was vanquished, the land is at peace once more.
