It should work just as fine on low knockback hits.
What the opponent can do to prevent this, is getting out a Aerial or Airdodge before getting into the wind. The effect only applies when they're in hitstun

I'd love to see their Team Combo: [ Judgement 9 -> Magnetic Crush ]If it means anything, G&W's Up-air does exactly the same thing against knockback. And this is very abuseable in teams for saving partners.
