I know this sounds crazy but is it actually possible to unlock Mii Headgear for Maid? I believe the answer is no.
According to the official Smash Bros Ultimate website the maid hat is real and it does actually exist (image 33 of 74). However I haven't been unable to unlock it, I have no idea how to. It's not available in the shop, it's not available in World of Light and I'm pretty sure it's not available even if you beat all of the challenges.
The Smash Wiki page on Mii Costumes and how to unlock them for whatever reason omits the Maid Mii Headgear. I've spent quite a bit of time looking online and can't find out how. This is driving me crazy.
My theory is that the Maid Mii Headgear was replaced with The Magic Mii Headgear. Notice the Magic Mii Headgear is NOT shown on the official website even though it is in fact in the game. I see the Magic hat as an option in the game and the Smash Wiki page confirms it's in the game as well as a default Mii Headgear option.
I know this theory is a little wacky and I'm probably just being stupid and missing something but it makes sense because the Mii Magic Headgear and the Mii Maid Headgear would be in the same place alphabetically in relation to the other Mii Headgears (between Luigi's Cap and Majora's Mask)
