thats just edge cancelling...its not hard but its more useful with things like aerials..if you've ever watched shiz sometimes he uses that to cover ground quickly but thats it

i don't think he meant edge canceling the phantasm was new, but way he does it from the edge, and how he does in like a circle from the top and bottom platforms.

EDIT: I'm not trying to hate or anything, I'm just saying it's definitely not new. I first saw Forward doing this at Smashtality 2 or 3 and then the next time I was in Jersey, every Falco was doing it (including me).
