CHARACTER BIO
Takumi is one of the royal family members of Hoshido, along with his older siblings Ryoma and Hinoka and younger sibling Sakura.
During a young age, Takumi developed a bit of an inferiority complex from his peers, mainly because his successes were compared to the successes of his older siblings or his successes were overshadowed by the accomplishments of his older siblings. As a result, Takumi becomes dedicated to any task he does to prove himself worthy, whether it's using new weapons or even farming.
In the story, Takumi is the only member of the Hoshidan royal family to not give a warm welcome to Corrin and is incredibly rude to them. He is suspicious of them and their ties to Nohr, but that doesn't mean he doesn't care about Corrin. All he wants is an opportunity to fight alongside them and he missed them growing up.
Like all of the other royals in the game, he has his own set of two retainers, being Oboro and Hinata. They are Takumi's best friends and are incredibly loyal to him, with Takumi saying that he can't help but spoil them.

While there are characters that could use a bow, such as Link and Pit, Takumi would use it for his whole moveset and shoot arrows without using the Fujin Yumi as a blunt object.
As mentioned in his bio, the Fujin Yumi has the power to control wind and was named after a Japanese wind god. As a result, wind based moves could prove a source of inspiration for creating a moveset for Takumi, such as shooting regular arrows or arrows that blow away from Takumi or towards him.

That isn't true at all.
First off, Takumi is pretty popular among Fire Emblem fans and Fates players. The people who hate Takumi are very vocal, but make no mistake; Takumi is a very popular character and probably the most popular archer in the series.
In fact, in the official poll for Fates, Takumi is one of the most popular characters:
As you can see here, Takumi is the number 3 most popular character for males (and at one point, I saw him as the most popular male; have you noticed the male theme for Fates on the 3DS has Takumi first and not Leo?).
In the recently released Fire Emblem Heroes, Takumi was one of the first focus characters for the Deep Devotion banner for a good reason; he's the most popular character in Birthright. He was a focus hero initially, along with popular Fire Emblem characters like Marth, Tiki, male Robin, Lucina, Lyn, and Roy. In the game's intro, he is seen being summoned and is one of the characters that scrolls by on the title screen, one of the two Fates characters in fact (the other being Camilla). He is seen alongside popular Fire Emblem characters like Marth, Lyn, Roy, Ike, Eirika, and Chrom. Takumi is even in more promotional material for Heroes than Corrin, Azura, Ryoma, and Xander. In the Choose Your Legend poll, he managed to get top 10 for males and is the most popular male in Fates, cementing further as to how popular he is.

Takumi's performance on these polls and his popularity have been reflected in promotional material from Nintendo. On April 5th, 2016, Nintendo posted a Tweet where you can get Fire Emblem games for cheaper with their My Nintendo rewards program and one of these games is Fire Emblem Fates: Birthright. While Azura is one of the characters featured (as she is marketed in most Fates promotional material), joining her is Takumi, instead of male Corrin (who is seen on the Birthright side in most promotional images) and Ryoma (the eldest of the the Hoshidan royals). What we can take from this is that Nintendo finds that Takumi is both popular and marketable.
Just recently as of July 19, 2018, it was announced that he and Leo will be getting official fan books with fan art of them and questions from the fans that the devs will answer.

Out of all the royals in the game, Takumi gets the most development and screen time out of all of them in Birthright and Conquest. I won't go into details because of spoilers, but just know that Takumi is important to the overall story.
He is also the focal point of the Birthright Drama CD for Fates in Japan, which shows more about his actions, his motivations, and his character.

However, I wouldn't discount Takumi or any FE character for this reason. Fates was a massive success and Nintendo recognized Fire Emblem as a profitable / major IP. As a result, it's possible that we could see more characters. There are a lot of sword users in terms of FE's representation in Smash, but Takumi would bring something different by being a strict bow user. So, one thing he has going for him is bringing diversity to the roster.
"We don't need Takumi as a newcomer archer, we have Decidueye!"
I don't think these two are competing for one reason: moveset potential.
While Decidueye is an archer like Takumi, Decidueye has moves that don't revolve around shooting arrows alone. It can shoot other projectiles and I could see Decidueye have some physical attacks with its wings (which it does in Pokken Deluxe). Takumi can't use too many physical attacks; his combat prowess with punches and kicks is unknown and he wouldn't use the Fujin Yumi as a blunt object for a few attacks (it's not like he can separate the Fujin Yumi like Pit can with his bow).
As a result, I think that Takumi and Decidueye would both follow some sort of archer / zoner archetype not seen in Smash, but Takumi would be strictly using his bow and the attacks from Takumi and Decidueye would be massively different.

MOVESETS
Neutral - Aim: Takumi aims with his bow and shoots an arrow. What's different between Link's and Pit's neutral special is that he can charge it even further to make a more powerful projectile and he doesn't aim his bow in one or two directions; he can aim about 90 degrees, starting from 45 degrees above him and 45 degrees below him. If you played the recent Kirby games and know of the Bow copy ability, it's like that.
Side - Wind Shot: Takumi can only fire right in front of him and he can't make his shot more powerful, but he shoots a projectile that blows his enemies away from him. This can be useful for edge guarding and in a pinch when Takumi doesn't want his opponent right in front of his face.
Down - Close Counter / Point Blank: Either name works here. Takumi takes a deep breath and focuses. When someone attacks him, he sidesteps and counters with a powerful shot. It's just like any other counter in the game, but there's a projectile involved here.
Up - Tornado Shot: Tentative name. Takumi shoots a projectile straight down that doesn't go very far. However, the shot enables him to recover back onto the stage and control where he is going. It's a combination of Robin's Elwind and Meta Knight's Mach Tornado.
Final Smash - Vengeance: Takumi's inner anger gets the better of him and he fires 3 special projectiles. The 3 projectiles circular in shape (think of Tabuu's Off Waves) and would cover half of Temple horizontally and the whole Temple vertically. Whoever is hit by the projectiles would freeze in place and Takumi hits the frozen targets with powerful arrow shots that cause a great deal of knockback; the arrows go through the stage as well.
Takumi's run speed is about the same as Luigi's and air speed is about the same as Robin's. A character like him shouldn't be too mobile. Although he isn't a physical based fighter, he still has melee attacks; he isn't too strong, but he has to prove himself.
Neutral: Takumi attacks by pushing his palm forward. It does weak damage, but it's quick and combos into itself. It's animation is similar to Hanzo from Overwatch's melee attack.
Side tilt: He does two kicks that require inputs like Meta Knight's side tilt.
Side smash: Takumi shoots a powerful shot that goes straight. The problem with this attack is that it can be crouched from characters like Kirby or Pikachu.
Up tilt: Takumi twirls the Fujin Yumi. He wouldn't use it as a blunt object, but there would be a wind effect when he spins it. The attack is weak, but the wind effect will help Takumi follow with a shot from his side smash or neutal special.
Up smash: Takumi shoots a powerful shot straight upward.
Down tilt: He does a weak little kick.
Down smash: Takumi shoots a powerful shot straight. Similar to his forward smash, but this doesn't have the weakness of being crouch avoided, but it's not as powerful.

Uair: Takumi spins his legs upwards and readies a shot upwards. The animation is similar to when an outlaw makes a follow up attack in Fates.
I haven't thought of his other animations however and grabs are the most difficult parts of a moveset. The animations I thought of are that his walking animation will be his one from Fates in a cutscene, he runs with his bow close to the ground like in Warriors (when he runs but doesn't sprint), he crouches like on the boxart for Fates, he will land on the ground and breath heavily when he's stunned, and he shivers when he sleeps and makes moaning sounds (after all, he has nightmares). One of his taunts will have him put his Fujin Yumi on the ground and he'll be in a relaxed standing pose closing his eyes. I think it matches with his stubborn personality.

Basic animations/attacks:
Entrance: Typical entrance like the other FE characters, or he is dropped off by a Kinshi Knight bird, a class Takumi can promote to in the games that also use bows.
Jab: His jabs would simply quick and light arrows that can be fired in succession similar to Megaman's jabs. Unlike Megaman, Takumi can only stand still.
Dash Attack: Takumi lunges and slashes with an arrow. The attack looks similar to Archer Kirby's dash attack.
Tilt Attacks:
Forward Tilt: Takumi punches his enemy, knocking the foe back so that Takumi can create distance between him and the foe.
Up Tilt: Takumi uses his bow and pushes it above him. Looks similar to one of his animations before he attacks in the games.
Down Tilt: Takumi fires an arrow from while crouching low, similar to one of his attack animations for a Sniper.
Aerial Attacks:
Neutral Air: Takumi punches from the front, then the back. A weak attack overall.
Forward Air: Takumi fires a single arrow in front of him while in the air. This attack works similar to Villager's Forward Air, except it's sightly stronger.
Back Air: Takumi fires a single arrow behind him while in the air. This attack looks similar to Villager's Back Air, except it's slightly stronger.
Up Air: Takumi fires a strong arrow directly above him. When used in the air, Takumi falls further when firing it, and it can lead to ending lag if hits the ground after using it. It's pretty strong for an Up Air attack.
Down Air: Takumi fires a strong arrow directly beneath him. If the arrow hits someone directly beneath Takumi, the attack can meteor spike. Takumi will also move a bit higher into the air when he fires an arrow.
Grabs and Throws:
Grab and Pummel: Both the grab and the pummel are pretty generic for the average fighter.
Forward Throw: Takumi throws his opponent over him, creating distance so that he can maintain his projectile game.
Back Throw: Takumi throws his opponent behind him, creating distance so that he can maintain his projectile. Both the forward and back throws reference Takumi's skills in Martial Arts, which his home game acknowledges here and there.
Up Throw: Throws the opponent into the air and fires an arrow at them.
Down Throw: Throws the opponent onto the ground and traps them with his foot. He then fires an arrow at them.
Smash Attacks:
Forward Smash: Takumi fires a powerful arrow toward the ground. The arrow bounces in a V-fashion, potentially hitting the foe for powerful damage two times. The arrow will travel a certain disappearance before disappearing eventually. It would lose strength the father it travels.
Up Smash: Takumi fires a powerful arrow directly above him. A few smaller arrows are released from it. This attack looks exactly like one of Archer Kirby's attacks, with the main difference being the initial arrow being quite strong and reducing in strength the farther it travels.
Down Smash: Takumi fires an arrow directly to the ground, triggering a light explosion that attacks foes from both sides.
Special Attacks:
Normal Special: Charge Shot - Takumi charges up an arrow and fires it. The longer you charge, the stronger it becomes, and you can tell by how much it glows. Works very similar to Archer Kirby's Charge shot attack. During your charge, you can also tilt which direction you want to shoot (yes, it can be shot diagonally as well), but unlike Pit and Dark Pit's normal special, you can't move the arrow around once it fires.
Side Special: Aerial Arrow - Takumi jumps into the air and fires several arrows diagonally downward. This attack looks similar to Archery Kirby's Leaping Quiver attack. If you input the side special but then do a Shokunetsu Hadouken input following it, Takumi will jump backward and twirl instead. At the end of the twirl, he fires a single powerful arrow that triggers a strong light explosion when it hits the ground. This version of the attack looks similar to one of the generic attack animations for the Sniper class when they finish off an army. This attack is also good for horizontal recovery for both the normal and special versions.
Up Special: Fujin Recovery - Takumi fires up to two arrows toward the ground, allowing him to propel through the air (sounds similar to his Down Air, but the difference is that the arrow propels Takumi higher into the air, and it is a bit weaker than the Down Air). This attack works very much like Robin's Elwind. The only difference is that the arrows can spike if they are fired directly beneath an opponent.
Down Special: Ballista - A miniature version of the ballista pops up that looks similar to the ones that appear in Fates. As long as he isn't attacked during this phase, Takumi can fire several arrows at once. When using the ballista, a cursor that allows you to target which foe you want to attack. Once you found your target, release the B button. Takumi then fires an arrow from the ballista that quickly reaches the targeted enemy. Much like in the games, Takumi can fire multiple arrows at once depending on how many foes are caught within the cursor. The cursor can fit up two enemies, so one arrow is fired for each enemy caught. It is pretty hard to shield the arrows since they come very fast, but they won't do two much damage. In addition, if Takumi is attacked while aiming at a foe, the cursor disappears, and Takumi will have to wait before he can use it again, but the ballista will still be present for a few seconds and act as a barrier/wall that can't be damaged.
Final Smash ideas:
The first Final Smash idea I have in mind contains spoilers from Fire Emblem Fates: Conquest.
I have another Final Smash idea for Takumi. This one doesn't involve spoilers.
Retainer Pair-Up: Takumi readies his bow similar to his critical animation and calls for Oboro and Hinata, his retainers. Anyone standing next to him will be caught and thrown into a cinematic Final Smash where they find themselves inside Castle Shirasagi from the games. Takumi then tells his retainers, "Let's go!" Takumi begins to charge for an attack as Hinata and Oboro proceed to beat up the affected foes. After a few seconds, the two jump back and stand next to Takumi. All three say in unison, "Oh, that's it!" Hinata lunges and attacks with a powerful slash with his sword, followed by Oboro lunging and attacking with a strong downward slash with her lance, and then finally ending with Takumi firing a very powerful arrow at the foes, ending the attack and delivering very high damage and knockback like other cinematic Final Smashes. This Final Smash references the whole retainer-royalty relationship particularly emphasized in Fates. The three saying "Oh, that's it" also references the shared critical quote that happens with all of the royal siblings and there retainers in the games.
Taunts:
- Up Taunt: Takumi raises his bow above him and says, "I won't stand idle!"
- Side Taunt: Takumi raises his hand to his side and says, "No mercy!"
- Down Taunt: Takumi checks his bow, then gives a firm nod.
Victory Animations:
-Animation #1: Takumi steps forward similar to his victory animation from the games and says, "Not my fault you're weak."
-Animation #2: Takumi readies his bow. The way how this animation plays out looks similar to his cutscene in Conquest. For the duration of it, he says, "Ha! I'm stronger than I look."
-Animation #3: Oboro and Hinata, Takumi's retainers, appear on both of his sides, and the three strike a pose similar to Robin's victory animation with Chrom. Takumi says, "That was easy." Sometimes, one of his retainers can speak instead of him. Hinata will say, "I knew you could it, Milord!" Oboro will say, "That's the Takumi I know and love."
Entrance: Typical entrance like the other FE characters, or he is dropped off by a Kinshi Knight bird, a class Takumi can promote to in the games that also use bows.
Jab: His jabs would simply quick and light arrows that can be fired in succession similar to Megaman's jabs. Unlike Megaman, Takumi can only stand still.
Dash Attack: Takumi lunges and slashes with an arrow. The attack looks similar to Archer Kirby's dash attack.
Tilt Attacks:
Forward Tilt: Takumi punches his enemy, knocking the foe back so that Takumi can create distance between him and the foe.
Up Tilt: Takumi uses his bow and pushes it above him. Looks similar to one of his animations before he attacks in the games.
Down Tilt: Takumi fires an arrow from while crouching low, similar to one of his attack animations for a Sniper.
Aerial Attacks:
Neutral Air: Takumi punches from the front, then the back. A weak attack overall.
Forward Air: Takumi fires a single arrow in front of him while in the air. This attack works similar to Villager's Forward Air, except it's sightly stronger.
Back Air: Takumi fires a single arrow behind him while in the air. This attack looks similar to Villager's Back Air, except it's slightly stronger.
Up Air: Takumi fires a strong arrow directly above him. When used in the air, Takumi falls further when firing it, and it can lead to ending lag if hits the ground after using it. It's pretty strong for an Up Air attack.
Down Air: Takumi fires a strong arrow directly beneath him. If the arrow hits someone directly beneath Takumi, the attack can meteor spike. Takumi will also move a bit higher into the air when he fires an arrow.
Grabs and Throws:
Grab and Pummel: Both the grab and the pummel are pretty generic for the average fighter.
Forward Throw: Takumi throws his opponent over him, creating distance so that he can maintain his projectile game.
Back Throw: Takumi throws his opponent behind him, creating distance so that he can maintain his projectile. Both the forward and back throws reference Takumi's skills in Martial Arts, which his home game acknowledges here and there.
Up Throw: Throws the opponent into the air and fires an arrow at them.
Down Throw: Throws the opponent onto the ground and traps them with his foot. He then fires an arrow at them.
Smash Attacks:
Forward Smash: Takumi fires a powerful arrow toward the ground. The arrow bounces in a V-fashion, potentially hitting the foe for powerful damage two times. The arrow will travel a certain disappearance before disappearing eventually. It would lose strength the father it travels.
Up Smash: Takumi fires a powerful arrow directly above him. A few smaller arrows are released from it. This attack looks exactly like one of Archer Kirby's attacks, with the main difference being the initial arrow being quite strong and reducing in strength the farther it travels.
Down Smash: Takumi fires an arrow directly to the ground, triggering a light explosion that attacks foes from both sides.
Special Attacks:
Normal Special: Charge Shot - Takumi charges up an arrow and fires it. The longer you charge, the stronger it becomes, and you can tell by how much it glows. Works very similar to Archer Kirby's Charge shot attack. During your charge, you can also tilt which direction you want to shoot (yes, it can be shot diagonally as well), but unlike Pit and Dark Pit's normal special, you can't move the arrow around once it fires.
Side Special: Aerial Arrow - Takumi jumps into the air and fires several arrows diagonally downward. This attack looks similar to Archery Kirby's Leaping Quiver attack. If you input the side special but then do a Shokunetsu Hadouken input following it, Takumi will jump backward and twirl instead. At the end of the twirl, he fires a single powerful arrow that triggers a strong light explosion when it hits the ground. This version of the attack looks similar to one of the generic attack animations for the Sniper class when they finish off an army. This attack is also good for horizontal recovery for both the normal and special versions.
Up Special: Fujin Recovery - Takumi fires up to two arrows toward the ground, allowing him to propel through the air (sounds similar to his Down Air, but the difference is that the arrow propels Takumi higher into the air, and it is a bit weaker than the Down Air). This attack works very much like Robin's Elwind. The only difference is that the arrows can spike if they are fired directly beneath an opponent.
Down Special: Ballista - A miniature version of the ballista pops up that looks similar to the ones that appear in Fates. As long as he isn't attacked during this phase, Takumi can fire several arrows at once. When using the ballista, a cursor that allows you to target which foe you want to attack. Once you found your target, release the B button. Takumi then fires an arrow from the ballista that quickly reaches the targeted enemy. Much like in the games, Takumi can fire multiple arrows at once depending on how many foes are caught within the cursor. The cursor can fit up two enemies, so one arrow is fired for each enemy caught. It is pretty hard to shield the arrows since they come very fast, but they won't do two much damage. In addition, if Takumi is attacked while aiming at a foe, the cursor disappears, and Takumi will have to wait before he can use it again, but the ballista will still be present for a few seconds and act as a barrier/wall that can't be damaged.
Final Smash ideas:
The first Final Smash idea I have in mind contains spoilers from Fire Emblem Fates: Conquest.
Possessed Takumi: This Final Smash references what happens to Takumi throughout the Conquest route, specifically focusing on how it culminates in the endgame. The camera zooms in as Takumi covers his head with his hands as Anankos's spirit possesses him. Takumi screams in pain, and when the camera moves out, a dark aura completely hides him temporarily. The dark aura then fades away so that Takumi can be seen, but you can still the shadowy aura surround him. Takumi's pupil are now red in color and his hair is completely white. A second Takumi has also manifested from him, and his Fujin Yumi now changes color to become the Skadi, his Endgame weapon. The two Takumi's will then start jumping one at a time. With each jump, they fire an arrow. As they move higher and higher, the arrows will be shot diagonally downward. After six jumps, the two Takumis will then one finally arrow at the same time, which can be devastating attack if it lands on someone. Once the attack finishes, Takumi then covers his head again as Anankos leaves his body.
I have another Final Smash idea for Takumi. This one doesn't involve spoilers.
Retainer Pair-Up: Takumi readies his bow similar to his critical animation and calls for Oboro and Hinata, his retainers. Anyone standing next to him will be caught and thrown into a cinematic Final Smash where they find themselves inside Castle Shirasagi from the games. Takumi then tells his retainers, "Let's go!" Takumi begins to charge for an attack as Hinata and Oboro proceed to beat up the affected foes. After a few seconds, the two jump back and stand next to Takumi. All three say in unison, "Oh, that's it!" Hinata lunges and attacks with a powerful slash with his sword, followed by Oboro lunging and attacking with a strong downward slash with her lance, and then finally ending with Takumi firing a very powerful arrow at the foes, ending the attack and delivering very high damage and knockback like other cinematic Final Smashes. This Final Smash references the whole retainer-royalty relationship particularly emphasized in Fates. The three saying "Oh, that's it" also references the shared critical quote that happens with all of the royal siblings and there retainers in the games.
Taunts:
- Up Taunt: Takumi raises his bow above him and says, "I won't stand idle!"
- Side Taunt: Takumi raises his hand to his side and says, "No mercy!"
- Down Taunt: Takumi checks his bow, then gives a firm nod.
Victory Animations:
-Animation #1: Takumi steps forward similar to his victory animation from the games and says, "Not my fault you're weak."
-Animation #2: Takumi readies his bow. The way how this animation plays out looks similar to his cutscene in Conquest. For the duration of it, he says, "Ha! I'm stronger than I look."
-Animation #3: Oboro and Hinata, Takumi's retainers, appear on both of his sides, and the three strike a pose similar to Robin's victory animation with Chrom. Takumi says, "That was easy." Sometimes, one of his retainers can speak instead of him. Hinata will say, "I knew you could it, Milord!" Oboro will say, "That's the Takumi I know and love."
