Unfortunately, because they are similar in their general move types, it doesn't look like Ness will be returning.

They DID say that Ness appeared in Smash "UNTIL NOW", so that tells us for sure he's out.

his back air as a meteor seems like a new thing. i don't know of any characters whose back airs were meteors, only down or forward airs.
