ivs are individual values which are made better through breeding (think how professional breeders breed the better animals to get the best offspring) and cannot be changed. They basically give the pokemon higher stat limits, therefore they get stronger the better the ivs.

Evs are also there but mean extra value. Those are extra stat points you can add on to pass the max limit and be even stronger. Those are accuired by training against certain pokemon who excel in the areas you are trying to develop. That's a very watered down and simple explanation but I think you get the gist if it
