It had to be done. Spin Dash/Spin Charge are simply too good. Fortunately, i think i have found exactly how much to nerf them so they are not affected too much.

Disclaimers:
This thread is part of a project I am doing to create a final balance patch for every fighter in the game. I am not, nor do i claim to be an expert on Sonic, so there may be some issues with these patch notes. Please do be polite when pointing them out, as I do work very hard on researching for these.
Although it is unlikely we will get another patch, rumours of a port for the Switch do give us hope that there might be one. If worst comes to worst, this project could be realized in the form of a complex mod of the game.

weight: 94 -> 93
Fall speed: 1.45 -> 1.51 (fast fall speed increased proportionally)
Gravity: 0.09 -> 0.095
Spin Dash (all) frame speed multiplier: 1 -> 1.104 (10.4% slower)
Spin Charge (all) frame speed multiplier: 1 -> 1.104

I'd personally not allow him to cancel his spin-dash/spin-charge with his shield, making it more of a commitment. If that seems too much, I'd make it so he can only shield cancel it until half-way through the charge, rather than all the way until it's fully charged.

The funny thing is you can't even shield cancel Spin Charge so they don't even get his mechanics that they want to alter.

You actually could shield cancel Spin Charge in Brawl though...

I always found shield canceling spincharge was amazing. Copared to spindash which had that little hop, if you did choose to pop it off you smacked right into them for aerial set ups.

Its still rather stunning Sonic is considered a top tier character now. Jesus.

I'd be content with just the BSBS bug fixed. Everything else is perfectly balanced...
Maybe a tooltip during the loading screen to tell people they can shield or jump over spin dash.

I'd make it so he can only shield cancel it until half-way through the charge, rather than all the way until it's fully charged.
