Yah r+a and u can jab jab to down or up smash on non floaty character around 80-100 %. But those who have fast move like nair such as Luigi or mario u may not be able to do it on.

Hey man GG's that toon link is getting better, but I feel the connection was not as strong as I would have liked, or maybe I'm spoiled by the wired connection on the Wii u. Make sure everything toon link does is safe all the time to prevent getting hit by those heavy attacks bowser throws out.
