Tech Window Suggestion

Short and sweet...

Tech window is so difficult because we made the buffer from 10 to 1. Would it be possible to increase the buffer dynamically back to 10 when the character is in a tumble> Thus increasing the tech window. I know code size is the main problem right now I just though I would throw the idea out there, see if it was plausible.

I believe this is one of the options we are recommending to coders when we are asking for a techwindow fix.

That still doesn't fix teching locks nor ledge teching. We need to add a timer and if you go into the ground bounce animation or the wall bounce animation when the timer is going on, you tech
