Okay, I don't mean to be arrogant but I think my roster is probably the best and most logical around. I have used the japanese poll and the samurai panda translations to cite my predictions. First of all, I want to state that I think there will be about 45 characters, with 25-26 starters. I think this is the most logical number, because Melee basically doubled the Smash 64 roster from 12 to 25. I think since Sakurai wants this to be THE BEST Smash game ever, he will probably work to do this again. Well, allow me to get started.
The Confirmed

Now, I think 19 of the 20 confirmed will all be starters. Snake will obviously be unlockable.
Unconfirmed Vets:
21. Captain Falcon- He has been a staple of Smash ever since 64. He is a very high tiered and popular character. He will be back.
22. Gannondorf- Gannon will obviously return, but he will be given an original moveset. He obviously was only cloned, because of time constraints. He is one of the Triforce three and he is too badass to cut. He will definately be back.
23. Jiggs- Same case as Falcon.
24. Luigi- Same as Falcon and Jiggs. He will probably be given a completely new moveset based on Mansion though.
25. Mewtwo- He is a very popular Pokemon. He sucked in Melee, but I think they will address that issue in Brawl.
26. Game and Watch- Game and Watch was made so Sakurai could honor his idol after passing away. He is obviously set to return.
26.5. Sheik- Sakurai showed with the Ice Climbers that all original characters will be returning. Also, the Zelda director already made a Sheik design for Brawl. So hahaha sheik haters. I expect a Zelda's moves update with a Sheik profile soon.
Now I will go back to my theory about who I think will be the other starters.
Unconfirmed Newcomers (Starters):
27. Lucas- He was meant to be in Smash 64. Sakurai also said he was meant to be in Melee, but couldn't, because of Mother 3's delay. Lucas will most likely replace Ness in Brawl. Sakurai even said that Mother 3 content will be in Brawl. Besides, who would you honestly rather see playable as a 2nd EB rep? A kickass cyborg with a beam sword or a dorky kid with a neckercheif? He will most likely be a starter, because Ness was in Melee. Confirmed just as predicted.
28. Olimar- Olimar is Nintendo's newest mascot character. He is Miyamoto created to boot. He would make one of the most original characters in the game. I don't really see him being secret though, because his game was so important. The only reason I could see Olimar NOT getting in, is because they can't get his physics worked out and they stick him as an AT.
29. Ray 01- He was a trophy in Melee. His game finally came to the states. It is time for a CR rep in Smash. He would probably be a starter too, because he is from an important franchise.
Falcon will also be a starter. Maybe Ridley or Dedede as well. That's iffy though. Now, I will state who I think will be secrets.
30. Black Knight OR Micahiah- There needs to be another fire emblem character. Sorry Marth fans, Marth is most likely gone just like Roy. And this is coming from a someone who mains Marth. If there is another FE rep, and there probably will be, he will probably come from Ike's games. Black Knight would be like Ike, but slower and more powerful. Micahiah (I probably spelled that wrong), could be a mage. Either could work well.
31. Krystal - Sorry, Wolf and Falco fans. I think that if there is another SF rep, it will be Krystal. He has the most potential for an original moveset. She would use her staff to fight. She was requested many times on the poll and Sakurai mentioned that he liked her. She is pretty much a shoe-in. And we don't need more than two star fox reps.
32. Dedede- Requested five times on the poll blah blah blah created by Sakurai blah blah blah. You've heard it before.
33. Geno- Top requested. He was owned by square though. He won't be playable in the off chance that square says no. And there is a very small chance of them saying no.
34. Ridley- Top requested, blah blah. You know the drill. Sakurai said he wanted more Metroid reps and who is better than Ridley? He would need to be scaled down a bit, but he will probably be in Brawl.
35. Takamaru- He was in the sister game to Zelda which was only released in Japan. He was requested highly on the poll. Sakurai has said he was previewing the game for Brawl. I think out of all Japan-Only character, Taka has the best chance. He's a samurai too and who doesn't love Samurais?
36. Marth- I have been getting a lot of flack about my previous choice and I got some good arguments for Marth coming back so here it goes. I think that Ike could replace Marth but his special moves are a little different. Ike's seem to somewhat be a combination of Marth and Roy's moves but some don't agree. They still are different enough to allow Marth. But, Marth was originally the "Face of Fire Emblem" so why wasn't be revealed first? And do we really need two blue haired swordsmen that look very similar? Ike has two games and Marth has two games. Marth's games never came overseas though. It's really up in the air. Marth may or may not return. We will see when the game comes out. EDIT: I kind of think Marth may have a better chance of coming back. Ike does seem different enough to be on the roster alongside Marth. This could mean that he could come back. I really could see it going either way, but I am kind of leaning more towards him coming back now.
37. Claus- Okay, remember those rumors about how Brawl will spoil Mother 3? This is probably how. Claus is Lucas's brother from Mother 3. I won't spoil anything, but he eventually gets turned somehow into a cyborg with a beam sword, bombs, an arm cannon, and thunder Psi. He is basically THE most awesome EB character that could be in the game. He was requested a lot on the poll. Sakurai did say he wants another EB rep too. Claus is the most likely candidate...unless Ness is back instead of Lucas. Then forget this possibility.
38. Isaac- He's from Golden sun. Requested a lot on the poll. I heard he could use a lot of elemental magic as well as his sword to fight. He'd be a good choice who would obviously be very popular. He has good chances for Brawl.
39. Sukapon- From the Japan-Only Joy Mech fight. He was requested a lot on the poll. He was rumored to be considered for Melee, but they couldn't get his physics worked out. Well, since Sakurai has a lot more time now, I think he has great chances. He would be a halarious character. He is the next most likely Japan-only character next to Taka.
40. Demiru- From the GBA Japan-only Tomato adventure. He is a very odd and quirky character that could easilly fit in the game. He has good chances, especially since his poll results. Look him up to learn more about him. (If you couldn't tell, I am getting tired of typing)
Third party choices
41. Sonic- Everyone knows why. No need to explain.
42. Megaman- A very popular character that started on Nintendo, appeared on the poll, would fit in perfectly, blah blah blah...I want to stop typing. T_T Confirmed just as predicted.
Iffy choices who are possible
Tingle- He is very popular in Japan, had his own game, you know the drill. He could make it in, if Sakurai wants to risk pissing off a lot of Americans.
Lolo- Lolo is a character Sakurai loves. He had his own line of NES games and appeared as a boss in Kirby. Sakurai has stated he loves this character and he could make it in Brawl.
Balloon Fighter- Rumored to be in the beta for Brawl. He could easilly make it in the game. But wait! Tingle uses balloons as well. Hmmmm...possibilities.
Mach Rider- Also rumored to have been planned for Brawl. He could make it in as well. But, I don't see how he could play that much differently than Snake.
Kalas- Baten Kaitos wasn't a very popular game, but it is an RPG series that is technically owned by Nintendo now. Why not throw him in? They must've bought Monolithe for some reason. It is monolithe, right?
Kos-Mos- But wait! Xenosaga was on PS2. Well, there was also a game on the DS called Xenosaga I+II. This makes her eligable. She would definately be a better choice for a character from Monolithe. I would love to see her, but I don't know how probable it is.
Andy- Yes, Fire Emblem is in the game. But what about Nintendo's other grid based strategy game? Yes, I am talking about Advance Wars, or as it's known as overseas, Famicom Wars. Who would be better to represent this series than Andy. He could use his giant wrench as a weapon and use tanks and other arms for his attacks. But are his chances that great? Well, not really. I think this is a series that needs to be repped, but may go unnoiticed. I am definately in favor of Nintendo Wars representation. At least make him an AT if not a fighter.
Jill- Jill was from Drill Dozer for GBA. She was on the poll, but her game wasn't that popular. She could appear, but AT status is more likely for her.
Animal Crossing Human- I will be honest, I had my doubts about a playable character from AC. I thought if there was one, it'd be Nook. I gave it some thought but still no. Then I saw a suppossed interview from the director of the game. The interview, if true, seemed to confirm a character. That's why I gave this some thought. Basically, if the interview turns out to be true, then I would more AC Human up onto the list. Until then, I'll leave it here. He did score highly on the polls. Very highly in fact.

EDIT: Okay, I decided to make a section about who I think WON'T be in Brawl.
Pichu- Clone, pointless filler character.
Roy- He was a clone of Marth and was only in to rep is new game.
Ness- See above segment about Lucas.
Dr. Mario- Could easilly be made a costume
Young Link- A clone who we don't need. Also, I don't think he will be converted to Wind Waker Link. We already have a Link and Sakurai has stressed that he likes interesting and different characters. I don't see how having two movesets for the same character would be appealing to Sakurai. I wouldn't count on it, unless they made it a costume.
Falco- He would be hard to create a moveset for that would be that much different from Fox. Why go through the effort when there's Krystal?
Lucario- I personally think that Red zapped his chances. There are already three new Pokemon fighters now. We don't really need another one. I am not saying this, because I hate Lucario (I don't. I trained one in Diamond), It is just how I feel. Lucario will probably be a Pokeball.
Wolf- Same as Falco
Dark Samus- Okay, I know I am going to get flack for this but how the hell can Sakurai make a moveset for this character that is THAT completely different from Samus that it warrants a playable character? 'Nuff said. She is a lame idea for a villain who is cliched anyway.
Bowser Jr- I don't care if he is the next "major villain" in the Mario series. I don't care if he appeared in all the Mario sports titles. He is two lame lazy characters in one. He is a mini version of Bowser (Real creative there, nintendo) and he is also "Dark Mario". He is two cliches in one. He would completely suck as a character and I stand by that. And he didn't score at all in the poll. So guess what? NO BODY WANTS HIM!
Stafy- There are just better Japan-Only characters. And he has the most uncreative character design EVER. I am surprised that Nintendo didn't get sued by a company that makes Grade School Class decorations.
Bomberman- There are better choices for 3rd party characters.
Simon Belmont- We don't need two Konami reps.
Midna & Wolf Link- Although, they are from the newest game in the series (Which Brawl is taking all it's Zelda content from), Midna was only in one game in the series. She was not important enough to warrant a playable spot. Besides, anyone who beat Twilight Princess knows that they made it impossible for her to ever be in another game.
Little Mac- Punch out is very popular in the States. Sakurai said he wanted characters Americans liked too. Who would be a better retro character than Punch-out's protagonist? EDIT: Deconfirmed. Was shown as an assist trophy in the Brawl demo.
