From what I hear, it's either the stream taking up a lot of connection via SDCC, the connection between multiple 3DSes, etc.. I think that's what's doing it, since the framedrops are so inconsistent.

given it's a 124 player tourney there is likely to be a huge ammount of inteference about slowing down the connection too.

The 3DS version has a lot of frame drop, even when playing alone. In this instance, wireless interference, combined with the fact it's an unoptimized build, will only extrapolate this.
