Has anyone tried playing as Captain Falcon with their console date set to either 1983 or 1985?

There's a small chance that this might activate an alternate costume or something of that sort. I'd try it myself but my gamecube packed in a few years back and the wii won't go back before 2000.

the only stupid questions are those where no one learns anything. I learned you could set your GC back that far so it's not totally stupid. But I doubt it whats your reasoning? wouldn't AR have found it?

It's not certain AR would have done if they weren't looking for it.

Those are the release dates of the Famicom (NES), which is Captain Falcon's disguise in Mission 3 of F-Zero GX's Story Mode.

F-Zero GX was released in 2003. HAL would need to be able to predict the future, or at least have som kind of deal with Amusement Vision to include an easter egg like this.
