I think the 83% has to be taken with a pinch of salt. It's most likely from a beta version of the game.

However, this percentage stuff is pretty interesting.

In addition to what everyone else is saying, it's important to note that, with rounding, anything between 1/29 and 1/40 would give 3%.

I've seen many interesting theories in this thread...I'm liking the 'damage percent' theory though. It makes the most sense, in my opinion.
