Taking into account how quickly Chaldea's original base had to be evacuated and that it's now under Lord Drakkon's control, Toffee and the others probably discovered Chaldea's Saint Graphs, and Drakkon's technicians have probably copied them so they could summon their own Servants. If it's not that, then Toffee must've just met one by chance or been searching for one.

You really think there are just some random Servants walking the Earth?

Dipper: I wouldn't dismiss the possibility, especially considering how many dimensions we've been to or know of. Not to mention the fact that he somehow knew about the Shapeshifter and hunted him down, too...Toffee's clearly been looking for strong allies everywhere he possibly can. In any case, we still have reason to suspect that his Servant won't be the only one his forces will put against us. We had no time to hide or take that magical technology with us, so that most likely would have done a lot more than just discover the original fortress' Saint Graphs by now. Since we evacuated, they've had plenty of time to run build and run tests in our absence...

I don't think we have time to just sit here and be worried!

Dipper: You're right. We need to gather our forces, work out a quick and smooth plan to deal with Toffee, and end this! Just keep your eyes open, like Shiki said. For all we know, we might be up against more Servants, not just Toffee and his own.
