Befoire Ingrid disappeared and Isis took her place, I spoke to her looking for a possible solution to Flowey's situation; she told me I needed to give him access to the souls of the same powerful beings he once sought, then gather up everyone near him. Obviously, I was completely against it, considering it a horrible and ridiculous notion. While I still do since it would endanger everyone, her point about the souls may have been valid.....Flowey didn't have a soul. His emotions were limited, his ability to feel love, empathy, and form bonds with others was hopelessly gone. But now that he has more strong souls in his possession and is at an even greater power level than he was before....his ability to truly feel again may have returned along with his real form.

(My memory on what Ingrid actually said may be a bit off since I can't reference it anymore, but I think this is pretty close...)
