Well, he's swinging from something in the System menus.

She's the only playable character but not the only protagonist.

His name is Carlos Oliveira and he's your support character for most of the game. The difference is that unlike RE2 and RE1, where you have two routes to play, RE3 only has one route and you only play Jill. Save for a portion where you have to play as Carlos for plot reasons.

Along with what was already said there were also rumors saying she'd be a fem protag similiar to P3 FES at the time, though that obviously never came to be. Regardless either way it was some sort of scrapped idea given how things turned out, it's impossible to tell if it was actually planned to be Kasumi or not
