None of the other random spirit additions foreshadowed a new character. It's not like the Daemon x Machina spirits mean that we're getting a Xenoblade Chronicles X character as DLC, the Pokemon Let's Go spirits mean that we're getting a Pokemon from Sword and Shield as DLC, etc. I'm not sure why this would be any different.

After reading a theory about the wolves on on Bulbapedia, I'm starting to think them hiding their typings is a directional decision. Ohmura did say that he wanted the Legendaries to feel like fleeting rumors where NPCs in the game will say things like 'I saw that that cyan creature', and so far they've had the least revealed about them then almost any other Cover Legendary before them in pre-release. It seems like they're intentionally trying to build up a mystique about them, so that players can get curious about them and then seek them out to discover what they're hiding.
