So PowerShielding...

I've looked around a lot and I can't find info I'm looking for on Powershielding, or I can't find it all in one place.

I know the window to activate a power shield in Smash4 is 3 frames.

I also know that even a Powershield takes some form of stun from hits. I think it's called hitlag, and both characters experience the same amount. Something like that? Is that right?

But, I don't know how it's determined when exactly you can act out of a Powershield as early as possible. Like, the very next frame after frame 1-3, perhaps?

Also, I'm wondering about this because I'm trying to find out if Diddy's GlideToss to Dtilt/Grab is actually guaranteed, even on a Powershield.

The problem with determining how fast you can act out of a powershield is that it is move dependant. The smash wiki states "powershielding now reducing shieldstun (which has been made much higher by the update) by 25%, making it more rewarding when executed effectively". So, I guess you can technically do the math.

You mentioned both characters experience hitlag when someone hits an opponent´s shield, and that´s correct. Remember that when you hit an opponent´s shield and your opponents powershields the attack, you will still suffer normal hitlag, but your opponent will suffer less. So I guess that means Diddy's GlideToss to Dtilt/Grab on a Powershield is not guaranteed.

I think the best way to determine this is to try using Diddy Kong's glide toss to d-tilt to grab on another person who perfect shields. You might not find out the amount of frames, but you'd find out if it's guaranteed.
