I loved stand-alone Ivysaur in PM, but I honestly like Pokemon Trainer because of the challenge of learning three characters and mastering when to switch and when to not.
But I do like that in people choosing which of the three they want to use, you're essentially doing the same thing you do in Pokemon games: choosing your favorite starter.

On the topic of Pokemon representation, I get that a lot of people want every gen represented, but I feel like it's easier to just think of Pokemon concepts not yet featured in Smash. If I were to re-do things:
Mewtwo as the first real end-game legendary and star of the first movie makes sense.
Pikachu as the main character of the franchise makes sense.
Pokemon Trainer as a representation of pokemon starter choices and fighting mechanics (switching), also the main character of the first game... makes sense

Thinking in this manner, I would consider things like the following:
- Adding an elite four champion: Lance with Dragonite or Cynthia with Garchomp would be the ones I'd consider.
- Adding a rival pokemon trainer: Blue with an Eevee or Wally with Gardevoir would be the ones I'd consider.
- Adding a villain:
here's where I would consider Gen 5 or Gen 7 content. Gen 5 because Ghetsis and N were actual villains (N not so much) you fought at the end and each have pokemon that would function well in smash (Ghetsis has Bisharp and Hydreigon, N has Darmanitan and Zoroark, both could summon legendaries in final smashes). Then Gen 7 has two enemy teams to draw from (Guzma w/ Golisopod is an option I like, Lusamine w/ Nihilego would also be interesting since they fuse) as well as Ultra Beasts in general.
Giovanni I would think about, but his core problem is that his most threatening mon was Mewtwo, and he's in the game on his own merits. He COULD have Nidoking or Kangaskhan but....eeeeh....
- Adding pokemon that represent new mechanics:
Here's where I would consider Lucario, as the poster child of mega evolution.
Other mechanic I'd consider is double battles, and since that spawned from Gen 3, I would in fact consider Plusle and Minun.
Eevee, mentioned above with Blue, I would like in that it represents the mechanic of evolution.
I'd briefly consider representing the weather mechanic but the best pokemon to represent that are either legendaries or castform, which is not a very memorable mon imo.

Conclusion would probably be:
Pokemon Trainer, Pikachu, Mewtwo, Blue w/Eevee, Cynthia, Mega Lucario, Lusamine w/ Nihilego, Plusle and Minun, and Whimsicott because **** it all I'm tossing my favorite mon in there.

Would Blue's Eevee evolve? A bunch of my favorite Pokémon are Eeveelutions, so I would love to work that in there somehow, but I never figured out how it would work.

Eevee to me would essentially be fast and hard to hit, but with low strength or killing power.

I would have a mechanic where at a certain point one of Eevee's special moves involves Blue tossing an evo stone at you, to evolve into any of the first three evolutions. Upon evolving the attributes of the character change depending on the evolution, and the moves remain mostly the same but change in their attributes (electricity, fire or water).

It'd be a character who within the battle turns into echoes of itself, essentially. Probably not realizable, but w.e., fun to imagine.
