The idea is that most people getting a 3DS XL will already have owned a DSi at some point, and if not, they can just buy a charger separately. But when you pre-order it on the Nintendo Online Store, they immediately send you a charger for free (I got mine a few days ago; even though it was just a charger, it was strangely exciting).
